The Downtown Development Authority, or DDA, was established in 1986 to correct and prevent deterioration in the business district, encourage historic preservation and to authorize the creation and implementation of development plans in the district and use tax-increment financing within the DDA district. An eleven-member Board of Directors governs the DDA and, in turn, the Board provides direction to Executive Director Annette Knowles. The theory is that investment in downtown will stimulate property value and the taxes on growth would be reinvested in the downtown. The DDA Board of Directors include Dan Higgins, Michelle Jakacki, David Cornwell, Greg Cowley, James Kuiken, Vince Pastue, Robert Rock, Steve Schneemann and Mark Ziegler. The DDA Board has completed its third year of the Main Street Oakland County technical service grant. Over the past two years, the Board has successfully worked with numerous facets of the community including, but not limited to, the Main Street Design Committee, the Farmington City Council, Planning Commission, Historical Commission, Traffic & Safety Board, Merchants and the residents of Farmington to develop and adopt a Downtown Master Plan.
